Overview of the CPSI

Profile

The CPSI is an initiative of the Minister for Public Service and Administration (MPSA), established to identify, support and nurture innovation in the public sector with a view to improving service delivery. The CPSI operates as a Government Component and reports directly to the Minister for Public Service and Administration.

The CPSI is part of the MPSA's portfolio which also includes the Department of Public Service and Administration (dpsa), the Public Administration Leadership and Management Academy (PALAMA), the Office of the Public Service Commission (OPSC), State Information Technology Agency (SITA), PSETA and the Government Employees Medical Scheme (GEMS).

Mission

To unlock innovation in the public sector and create an enabling environment for improved and innovative service delivery.

The focus is on the services which citizens are entitled to receive (public services), and not the institutions of government which deliver them (public service). The role of the CPSI is to act as an enabler, facilitator and champion for innovative ideas.

Overview of mandate

To create a climate in which innovation is prized, encouraged and rewarded. It acts as a facilitator for the unearthing, development and implementation of innovative ideas within and throughout the public service. The CPSI’s cross sector reach allows it to act as a resource of the whole of Government, crossing institutional boundaries.

  • Provide the Minister with independent, diverse, and forward-looking research findings and advice on service delivery innovation.
  • Enhance public service delivery through innovation partnerships and projects.
  • Create an enabling environment that nurtures, supports and encourages innovation within the Public Sector.

CPSI as a Government Component

The Centre for Public Service Innovation (CPSI) was established in 2001 by the Minister for Public Service and Administration whereby it operated under various corporate forms. In 2008 it changed its corporate form and became the first Government Component in terms of the Public Service Act, as amended in 2007. In terms of the Act, the Executive Director is the Accounting Officer. Corporate Services are rendered by the Principal Department, the DPSA, allowing the staff to focus on its mandate.
