Ms Qinisile Delwa
Qinisile Delwa is the Acting Executive Director at the Centre for Public Service Innovation. Prior to that, she was the Chief of Staff in the Ministry for Public Service and Administration.
Ms Delwa obtained a Bachelor in Political Science from the University of KwaZulu Natal (formely known as University of Durban Westville) in 2002 and subsequently a Honours in International Relations from the University of Pretoria (2006). She had an advanced training certificate in Managing Global Governance from the German Development Institute obtained in 2007. During her training in Germany, she made a contribution in a book titled: Africa Yearbook: Politics, Economy and Society of the Sahara in 2006, edited by Andreas Mehler, Henning Melber and Klaas van Walraven, published in 2007.
She spent a decade in the Department of Public Service and Administration where she last served as the Chief Director responsible for International Cooperation. During her tenure at the DPSA, she was seconded to be the Head of the Office of the Deputy Minister for Public Service and Administration. As Head of Office of the Deputy Minister, she was assigned the responsibility to lead the Open Government Partnership (OGP) initiative in South Africa.
Ms Delwa joined the Public Service in 2003 as an Assistant Director: Research and Content support in the Presidency. She is a public policy expert, with extensive experience in international relations and diplomacy. She is passionate about open government, considers herself an innovation champion, and spends the rest of her time dreaming of a digital government for South Africa.
